I want to be able to store my forms on my computer.

Unfortunately, you cannot use your forms offline. When you submit your form, data is posted to server and all the server side processing happens there.
JotForm engine will help you on this. Refer this: http://www.interlogy.com/products/jotform/

On the other hand, if what you mean is being able to view the form offline. That's possible. Simply download the zipped copy of your form by going to your form builder, click on Embed Form, and then the Embed Form Wizard window will appear.
Under Display it on your site, select Source.
Next, click the link, just below the text area to download the zipped file. Use these to be able to view your form offline.
However, if you wish for it to submit to JotForm, then you will need it to go online as form submissions will go to JotForm's servers.
