when pay on line is selected, user is not redirected to the paypal account to pay for registration.

The problem is related to non-working conditions. It is probably that some form text (for example, field option) was changed, but it was not reflected in your conditions.
In order to solve the problem, please open your condition and Save it. That is it.
Optional step: Remove your second condition. It is not required, since the first condition will hide your product field in case condition does not match.
