the save for later email is not going to the user. It's coming back to the form owner. How can this be redirected

It is possible that you are receiving the "Continue Form" email as the account owner because you are logged to your account on the same browser where you are testing your form.
When your respondents are filling up the form, they will get this prompt message which will give them the option to create an account or just skip it.
Supposed they have skipped, they will be asked to enter an email address where they would like the "Continue Form" email to be sent or they can just copy and save on their end the link.
I have tested the Save&Continue feature of your form and here is a screenshot of the email I got.
