Don't know exactly what is happening but they go to the email address setup in the account and not the one I specify in the recipient details for the form. How do I fix this?

You have to make an actual submissions with your form to test that. Clicking "Test Email" on form notification wizard will only send a test submissions to the email address associated with your account.
