You can edit the matrix field in the form builder during design. And you can create a blank matrix field.
Can you please elaborate more how you meant to have this table?

But now a new problem pops up. I created a table for people to enter data in, but the entered text doesn't wrap around within each cell. Instead, it scrolls across indefinitely. Do you know how to make the text wrap around?

The table is at the very bottom before the SUBMIT button.
I am sorry, but you cannot achieve this on the matrix textbox because unlike the text area field, the textbox field does not have multiple-rows property. The textbox field is always only a 1-line input field.
You could probably create a multiple text area field and align them in column formation instead. But this will require you to have a more wider form (to accomodate the text area field when in column alignment). You can use this guide to align the fields.
