For our youth camp registrations we want to make it possible for a youth leader to register multiple students at a time and pay for all of them at once. Is there a way to add a "add another student" button at the bottom that would drop down a complete new form to be filled out?

If you are just looking to collect registrant information, then I would suggest that you use the Configurable List widget.
Here's a guide that will tell you how you can set it up:

If, in any case, this is not what you are looking for, please do not hesitate to let us know and give us more details.

We need to gather more information than will fit in the configurable list widget. We have to gave all the emergency contact information and medications. Is there a way to add an "add person" button at the bottom of the form that will just duplicate the entire form?

You can set up your form in a way that it will show additional fields based on an answer in another field.
You can duplicate the fields in your form. And, after each section, you can add a Multiple Choice field (also known as checkbox field) that will ask respondents if they would like to add another registrant. If they check the only option, which is "Yes", then a group of fields, similar to the first registrant fields, will show.
