This has been discussed before here: http://www.jotform.com/answers/165624-Does-this-create-customers-in-Stripe but there has never been a resolution. Please consider integrating fully with Stripe and creating a customer on Stripe when a payment is entered. That way the customer data is stored by Stripe in a fully PCI compliant manner and can be accessed at a later date by the merchant.

Thanks for the update. Looks like a great start, but what we are looking for is to be able to add a customer without initiating a charge and then being able to charge the customer later via JotForm referencing the customer ID rather then the card number

Hi, thanks fot that. But unfortunately the added feature is already using the "save a card and charge it later".
Have you tried to play the video? when a payment intiate it does not charge the customer directly.
Instead you will get a link from the notification.
That link can be use to charge the customer at later time.

It isn't a bad start, but we really wanted this so that we can collect card information when we sign up new resellers and charge them when they place orders.
This system has a few shortcomings, including the lack of ability to capture an amount less than what was authorized. Also, if you use an email notification as a reciept, the customer gets an email with a link in it to capture the funds. If they click that link (as many curious customers will) they will capture the funds and defeat the whole purpose of this system in the first place.
