The Paypal field is not allowing us to keep the selection for quantity at zero

Wondering what we are doing wrong.  The 2nd field (Beer League Olympics) should be an option for the buyer.  It seems that when we test the link it will not allow us to keep selection at 0.

I was able to keep it that way and submit the form. However, since that is zero, you will not get the item on the submissions page and email. The item will not display as Zero is considered not being selected.
