I need to create a form for a jury. It contains xx solutions that needs to be scored from 1-10 in xx questions each. In the end i want to have a report showing the total score per solution per question and the sum of all the scores per solution. How to start ???

I would recommend you to use the Star Rating and Scale Rating form elements. You can find them under the Form elements menu.
Then you should create a Visual Report. You will be able to easily generate eye-catching reports, which are based on your submission data. It will allow you to create and generate bar graphs, pie charts, line graphs etc. In order to do this, you can check and follow this guide:

Tks for reply, but how can I use stars or rating in one question with multiple scores like:
How would you score the below solutions:
Solution 1 : scale 1-10
Solution 2: scale 1-10
Solution 3: scale 1-10 etc..
And are you sure I can afterwards create a report that's shows the total scores of all responders on solution 1, 2 etc..?

You can use the scale rating and get the Total score using a Form Calculation widget - How-to-Perform-Form-Calculation-Using-a-Widget.
Once you get the rating and score, you can create reports as explained by my colleague above.
