Starter, Bronze, Silver, and Gold plans do not have sub-users available. It is necessary to upgrade to the Enterprise level.

However, if you intend to share the credentials of the account with several users, this is possible. But since the collaboration feature is no enabled, if someone performs an update or a deletion, there will be no way for you to know who exactly did it. The collaboration feature lets you know, for example, who else is working on a particular form and what changes were applied by that user. That is why I would recommend you not to share the credentials and get Enterprise instead.
