Thank your for contacting us, you can use the Multiple Choices field:
If you need to use a Dropdown field, and still allow multiple selections, you just need to enable the option at the advanced settings:

I would like to clarify, You intend to have multiple selection, and once a selection is made it opens up a list of instructions am I right?
