Setting up Special pricing on all products.

I want to carry the same special pricing for all of my items on my entire order form. Currently the pricing is only adjusting for each individual item

Kindly be informed that you can only have one special pricing option per label.

You can add options and then add the special price for the options. If you would like to discount only for certain products, you can let the price for those products without discount the same, for example, let's say you have two items, the first one has discount, the second one does not, you should add the discount for the first item and let the second one with the same price.

If you want to create a more flexible payment form, you may try using the user-defined payment setting. I highly recommend that you read this guide on it.
