My main account has 10,000 submissions, and I created 4 sub-accounts.
Is each sub-account limited to only 100 submissions? Can we increase their submission limit (while still having it under 10,000 submissions in total)?

The forms created by the sub-accounts do actually belong to your (parent's) account. So, the submissions received on these forms are counted on your monthly counts. So, they will be using your 10,000 limit.

This is a screenshot of one of my sub-accounts. There is only 100 submissions allocated for it. Will the submission limit increase when it hits the 101th submission?

Actually even when your sub-accounts make submissions, it is your primary account's submission count that will be incremented so you can simply disregard the 100 submissions indicated there. If your plan has 10,000 submissions/month, then you and your sub-accounts will have that many submission limits available combined.
