we get lots of inquiries but sometimes people don't fill in all the information, so we're unable to email them. additionally, when we say to select one of three, they sometimes select all 3. both of which don't help us.

Yes, you can actually make form fields mandatory. When you click on any field in the Form Builder, you can see the "Required" option in the tool bar. Just click on that to turn it ON and do that for all of the fields to make it mandatory. An error message would pop-up if users try to make a submission without filling it up.
If you would like users to be able to only select one of the 3 options, use Radio Buttons instead. Radio buttons would only allow one of the selections.
