i would like to create a form for cell phone so technicians can enter data from the field and have the form in there phone and when they fill in the data they can easly send it to my email - but... i think they will have to have the jotform app in there device and if so they will not need to pay me for developing this for them as they can just get jotfor for themselves - do you have any thoughts

Since you are the one who created the form/s for your clients, what you only need to do is give/share to them the URL of the form that you've created. They are just a user of your form, so they don't need to install jotform app to there mobile.
Another way also is by embedding your form into your website if you have or into your clients website if they have.
