Unable to access assigned form

Hi,

I cannot get the form I have assigned filled out, but I am seeing that my monthly submission quota is set to zero.

Can someone please explain to me why this is?

If you got assign to the form, the form limits will be applied from the owner's account. 

If you wish us to investigate further, please provide us the URL of a form you wish to access.
