How do I require an Appointment Field?

Hello,

How do I make choosing an appointment date and time optional? See the screenshot- it will not allow me to choose a STATE under the IF field. I want to choose "If the appointment field is left empty, then require appointment field." People are still able to submit their requests without choosing a specific date and time.
