I only want to allow certain names to be entered in the auto-complete. Can you make it so that it only allows certain names and not random? I have over 200 that need to be allowed.

How about disabling Fuzzy Search in the Advanced Settings of the widget? Please try that. I believe that would do your requirement.

That didn't seem to work. What exactly does fuzzy search do?
What I need is: I have many registered partners names in the autocomplete and I added one called other. When they type "other" I have a rule that opens up to have them fill out the form as a non-member. I want to limit them to fill out either a partner name or the word Other. I want to limit any other word or names. I don't want them to be bale to type "Frank" and be able to move forward. Can it make an error message when they try that?

It guesses possible items based on the string that you have entered in the box regardless if it's relevant or not. When you disable that, the widget will only present a result if it matches the string.
Unfortunately, the widget has no option to prevent values that are not part of the options. It will accept it as a value and allow users to move forward.
You may consider using our Dynamic Dropdown widget:

You must use If Contains in your conditional logic.
