Is it possible to save a pdf form via OneDrive?

Hello, I saved a PDF form I made and tried to access it via browser on OneDrive.  I can fill out the form but cannot save it from within the browser. Only if I download it which I may not do for GDPR reasons.

1.Any tips?

2. Does the person accessing the form from a browser need a paying version of Acrobat?

You can only fill/save and submit the PDF form using a PDF reader such as Adobe PDF reader and Foxit PDF reader.
