When user completes a form and for some reason their payment doesn't go through at PayPal or they decided not to pay, how can we (the admin) get a notification?
How can the user get a notification that their form submission is incomplete and therefor was not submitted?
Also, in the example above, can the user go back to the "abandoned" form and continue on to pay? Or is there a link we can send the user so they can complete the payment?

It is possible to receive paypal pending email alerts. You can enable that option through payment field Properties.
User will not get any email alert he/she decided not to pay, but you can check their email (if you have that field on your form) and manually send them a mail.
Also, there is no way to get and complete abandoned payment submission (if client closed the PayPal payment page). Client will need to re-submit the form, so this will generate a new valid entry.

To whom does the Pending Payment Email go to? Both the admin and the user? Or just the admin?
We have our turned on but we haven't received any such pending payment email.

The pending email goes to you whenever someone changes her mind, you'll get a Pending Payment notification
