People are going through the jotform process getting to the paypal section then changing their minds on the purchase amount so they go back a page to change it, it then does not allow them to go forward with their information at all. why would this be happening?

What error they see when they re-submit the form? Did they use "Back" button in the browser? Note that you are using payment tool, they have to click "Back" twice in order to get back to the form with their previous data.
I have tried this with your form and I do not see or observed any issues so far. It works just fine.

If you can give us further details, we may be able to reproduced the problem if there really is but so far, the form works great on my end.
