In the advanced email settings, I have it set up to attach both pdf's for my form to the notification email i receive. when i receive that email, it is only attaching one of the pdf's, not both of them like it is set.

I have tested a cloned version of the form that I assume the email notification in your screenshot is under but I was not able to reproduce the issue you have described. Here's a screenshot.
I have cleared the form cache of your account. Can you check if that helps solve the issue, please?
Otherwise, you can also try setting up a new email notification in your form after deleting the existing one.
