There used to be a problem with iOS devices not being able to upload files via web browsers, mobile Safari included. However, this problem has been rectified upon iOS6 release, so it is now possible to upload them on forms created with JotForm - of course, as long as their devices are up to date.
Additionally, to make sure that all image file extensions are accepted by your form, try setting the allowed extension to '*'
Kindly inform us if your users are still having problems.

My user says he has iOS6 but still cannot upload an image.
I don't have an iPad so I cannot test it myself

Do they get any error? You have a 3MB max file size limit per upload on your form, so this might be related.
When I test this through browserstack.com with iOS 6, I can not reproduce the issue.
Also, as an alternative upload method you may consider adding an Ink-Filepicker tool.
