We have a free account and have exceeded our payment submissions.
If I upgrade will the form be available again or do I have to re-build it?

Just to clarify: JotForm doesn't delete the forms when the user reach the submissions/payment/disk-space limits.
If you upgrade to a paid plan your form will be available again, that's correct.
