I set up an API authorization with my paypal account and it tested successfully with the set-up process.
Except, it does not process an order when I submit the form and just submits the form without accepting payment. Is this a paid account feature?
It works fine if I use the regular paypal method.

All form tools are available to any users, free or paid.
Let me please suggest to try it again. Kindly make sure you entered correct paypal API credentials. It will not work unless the API details are correct and valid.
If you could also provide to us the form with integrated paypal pro, we may be able to check it further and find out the error here.

I think I may have gotten it. I made a clone of the original and switched it back to the pro version. Didn't do anything different though, used same API details and they tested out fine on both forms. Let me know if anyone runs into a problem.

Since you are using Paypal Pro, please make sure that your PayPal Pro account is ready to accept the payments.
In API Access Page, click on the "Enable Express Checkout" Link:
