I need to resend reciepts for an event this weekend (the receipts we never setup).
Is it possible to send out receipts to all completed orders for a certain time frame?
You can try using the Forward E-mail in the submissions page.
Please note that there is a limit to this -- you can only send up to 2-3 email for an hour. This is to prevent from using this tool to send spam email.

I understand the limit, but I have 90 people who have purchased tickets and I need to send all of them reciepts. Can this limit be lifted temporarily?
I am very sorry, but there is no way to lift or disable this limitation temporarily. This is on the back-end code of the system, and might require more than simple process to disable it temporarily.
I noticed that your form http://www.jotform.com/32405956389869 does not have an Autoresponder E-mail setup. Perhaps you should setup one so that it be use as the Receipt for the orders.
That is aside from the paypal receipt which the user will probably have if they do purchase/order using the form.
The most I could also suggest on using the Forward E-mail tool (should you prefer to use it), is you will have to manually use it on those about 90 people on different days(to be able to compensate for the limitation)
