How can I send a copy of my form to another user with another account so that they may modify and use it too?

They are trying to import form via webpage but are getting:

Unauthorized request. You do not have access to this form

The form is not toggled to prevent cloning.

What do I need to do please?

You need to go to your form and disable the option that prevents cloning.

Thank you it does say NO to prevent cloning. Should it say Yes?

It should stay to NO to allow cloning.

Please uncheck the following option in your Account Settings instead to allow cloning.
