Hello,
This phrase (Unexpected error occured control_paypalSPB) appeared on Winter Cup form under my account and I could not fix. can you address this issue and get back to me on this part?

Kindly delete or fix the erroneous conditions on your form:
Once done, please disconnect and reconnect your PayPal account. Make sure that you have a PayPal business account in order to collect payments using PayPal Checkout.

I followed your suggestion. I removed all conditions and I tried to reconnect PayPal again. It is not worked. I did multiple times with different gateways. still no luck. I am helpless at this moment.

I have tested a cloned version of your form but I can't seem to replicate the issue when using PayPal checkout integration.
Checked your form and it seems you may have not connected your form with PayPal checkout.
Please try connecting again and let us know how it goes.

I did connect and each time I refresh (or leave and re-enter) this page, it disconnects. I do not know why it keeps doing that.

Based on your last description, it looks like a cache issue.
What I would suggest is you completely clear your browser cache first.

Then clone your current form and connect the new form to your PayPal account.
