Is the Notes feature visible to others

When I add a note using the inbox view on forms, is that note then visible to the customer that submitted the form? Or is that note only visible on the admin side of the form?

Yes, it is visible to anyone who can access the inbox page. Here's a screenshot of what it looks like:

We have another type of accounts that allows multiple users to access the same forms.

I just wanted to make sure that customers that submit the form are not able to see any notes that are attached. Thank you for your help!

Yes. The Notes you add in your form's submission Inbox are not visible to the users/customers. Only you can view/read those notes.
