Looking at the submissions and data usage my form is not over quota.
However when a user visits the published link it say over quota.
I only have 1 form in the account

I checked and your account is active. Your form is also working fine. I cleared your form cache. Please check the form again. If the issue persists, provide us a link of the form or the webpage URL if the form is embedded.
