I would like to create a purchase order form that writes to multiple spreadsheets. Ideally, there would be a pulldown menu with deparment name, which would indicate the spreadsheet the info would be written to. Is this possible?

You can integrate your form with Google Spreadsheet. Refer this guide to know how to build the integration: How to Integrate Form with Google Spreadsheet
This will create an spreadsheet where the submission data of your form will be stored, however, let me inform you that it is not possible that the integration creates multiple spreadsheets and then send the submission data to an specific spreadsheet depending on a selection of the user.
