I have my online form set up with required signatures. Once it's submitted and I download the PDF, they do not show up.
Do I need to edit the PDF form separately, even thought they're filling out the online form only?

Which PDF are you trying to download? I can see you have here a PDF Form and a PDF document:
If you're downloading the PDF Document (new document), you should be able to see the signatures:
Though they were added at the bottom page.
I would recommend creating a new PDF document to generate a PDF with updated form fields in it.

I forgot to mention, here's how you can create a new PDF document:
Doing so will create a new PDF document with all the updated fields added to it ordered the way there were asked in the online form.
And once a new PDF is created, delete the old one:
