Update Calculate field failing - Can not get "Florida" entered into the target field

I can not get this function to work

What is failing is Florida does not get entered in the target field

There seems to be a conflict in conditions:

Change the first condition to "Yes" and then check the condition.

Also, disable the condition below:

Now check the form and let us know if it works.

I tested this on a cloned version of your form and it is working fine.
