As far as my latest check on your form, the paypal settings are properly configured.
So, there is no issue in your form. I was able to see pervious successful payment
The reason that your payments submissions could be getting to incomplete payments inbox is because the payment transaction was not completed successfully by the user.
You should also share to us the URL of your website where the form was used. We can also check for further details, if perhaps the website is causing issue on the completion of submissions.
