This is really ridiculous. I am trying to figure out some way to have multiple donation options. We are a non-profit organization and people have the option to buy memberships and to make donations to any of several different funds, all of which should not be charged sales tax. The only I have been able to make this work with Paypal is to turn off sales tax on that end, but we also have products to sell, which should include sales tax. HELP!!

Unfortunately, the payment option Donation is allowed only once.
Unlike the Products which can be multiple items, a Donation type of payment is configured to be only one.
What I suggest you can do instead is, create a multiple-payment form similar to what was described on this article How-to-Create-a-Basic-Multiple-Payment-form -- for your case, instead of different payment type, it will be just different donation form.
Now that the Widget iframe embed now available, creating the multiple-payment form had become more simple.
