my private key. And... I've cleared cache and tried multiple browsers and
multiple computers.

Hi Chuck,
You need to enable the encryption first for the pop-up window to display.
Please give it a try and let us know how it goes.

After you set the Encrypt Form Data to Yes, simply go to your form submissions page (Tables) and upload the private key file. It should be in a .key file format. Example: jotform.key

Keynote file and it doesn't seem to be working.
I have the 'key' in cleartext, but I don't know how to make it a file where
I can upload it. Please help with that part.

Yes, 100% sure. That's the private key file extension. It doesn't matter if it shows a keynote file on your device.
Here's an example when I download the private key file on Mac - Safari Browser.
Just FYI, when you create a new key, it is automatically saved in your browser too so you do not need to upload it on Tables. Take note that the new keys you generate will only work on new incoming submissions. It can't unencrypt your existing submissions. Your existing submissions will only work on the private key that you create prior to submissions.
Here's an example of how I uploaded the jotform.key file on Tables. By default, you should be able to find the jotform.key file in your Downloads folder.
If you have a cleartext copy of your private key file, paste it into your text editor app and save it with a .key file extension then upload in your Table.
