You've passed your accounts limits that's why your forms was disabled due to over quota. Keep in mind that submissions limit for a free user is 100 submissions per month. That's seen on the pricing page.
You have to consider upgrading to one of our paid plan in order to re-enable your forms back, otherwise, if you don't like to upgrade you have to wait until your submissions counter resets to zero which will happen every first day of the following month.
