Some of my users are stating that once they click submit, nothing happens. It does not take them to the PayPal site. Is this a cache clearing issue? I am getting other submisssions , so it's not a universal problem.

Yes, cache may be an issue, but it may be a rare challenge to deal with.
What could be more challenging is the 'required' fields on the form.
If they are not filled, the user will not be able to submit the form, and move on to Paypal for payment.
The error of an incompleted 'required' field only shows beneath the field in question, so the user would have no idea why the submit button is not working, unless they scroll up to check what they could have missed.
To resove this, consider using page breaks to shorten your form, enabling the user to see errors for incomplete fields, as well as allow them to take a step-by-step method to complete the form.
