Can I create a report based on only a portion of the submissions?

That's possible with visual report builder. Here's a guide: https://www.jotform.com/help/187-How-to-create-a-Visual-Reports-with-your-Form-Submissions

You can create a chart/graph out of a single field question. You can also filter the grid table to display specific fields result.

I’m looking to chart only this year’s submissions, not all the submissions. Also, is there a way to sort and chart the “Top 10” answers?

The Time Frame option is not available on the Visual Reports. As a workaround you can delete your old submissions from a form Submissions page.

To show the 'top 10' answers, please set an Entry Limit option to 10.
