Can an approval branch be used to send a specific autoresponder email to the person who completed the form depending on what they selected?

Yes, you can. After creating the Conditional Branch and outcome, you click on the Send Email element to create an email to be sent based on the condition or based on the user's answer:

Then on the Customize Email page, under the Recipient tab choose the email field from the form (or where your users type in their email address) as the recipient. In this way, it will work similarly to the autoresponder email:
