I have a feeling you are referring to the Phone Number field under the Quick Tools of the Form Builder. There is no standard format international phone numbers in the Phone Number field. Basically, users can input as many numbers as they want in the phone number field. It is up to them to enter the number of digits that corresponds to the format used in their country.

So for example, a person who lives in a country wherein area codes have two digits only, he can enter that without any problem at all. There is no restriction or validation for the number of digits entered in the phone number field.
