Please note that when you send an invitation to any user, it will send an assign URL which makes the URL intended for that specific user only. The user can view the form by clicking on the URL, and it will ask the user to login to access the form.

If you do not want the user to login and still access the form's prefill URL, you need to manually copy the URL and then send it to the user. Please check the screenshot below on how to manually copy prefill URL:
