Can I prevent my forms from being disabled if I permanently delete some submissions?

I have received an email stating that my forms will be disabled upon from Monday 12pm EST, as my JotForm upload space limit has been reached.

If I permanently delete some submissions, will this create more upload space, and hence, prevent my form from being disabled?

I refreshed the Upload File counter on your account to remove the cache for the deleted Uploaded Files. I can see that your account is in good standing and your upload files are currently 30.63 MB.
