How do I add a Free Text field?

I have a form that I want to add a description paragraph to, one that I can create a bullet list. There used to be a Free Text field, without a answer box associated with it, but I don't see that any longer. I tried the Section Header and the sub-title, but that doesn't give me the option to bullet my text. What are my options? Is there an HTLM widget I can use and place on my form?

You can now use the Paragraph element to add static texts and basic HTML to your form.
