When a user submits my non-payment forms today, they receive an e-mail with a link back to their entry that allows them to make changes. If I add a payment option, I still want them to be able to come back and edit their notes and delivery instructions, but not the products they purchased. Is there a way to allow for this? In other words, can you disable the payment section of the form if submission has already occurred?

Yes, that's is how supposed to be the payment field works. Once the submission is edited, payment section cannot be altered anymore. Have you tried to make an actual test? It should work that way.
