Good morning,
Everything in my form works great. After an hour of no one approving the submission, the form will be reassigned to visitationrequest@aviagen.com. I see it pop up when logging in, but I do not receive an e-mail. How can I get an e-mail notification?

It's not clear to me what you mean by your inquiry.
Are you perhaps referring to this approval workflow: https://www.jotform.com/workflow/211596230168152/build, and to the Escalation feature shown below?
Can you please confirm so we reply accordingly?

Hi Amin,
That is correct. We have it escalated for after 1 hour. The escalation is great and works flawlessly, however that e-mail address is not receiving the escalation e-mail. Is there any way we can enable this?

So there's no possibility of receiving an e-mail to that e-mail address once it has been reassigned?
I would imagine there's a way, else how would that person get updated?

That feature is not currently available, unfortunately. That's why I've successfully raised it as a feature request to our developers as previously mentioned. Also, please note that we can not provide you with when or if this will be implemented. If there is any update, we will inform you via this support ticket.
