As you go to pay it states "cannot accept this card for payment, please try another card". Is there a problem with Paypal or is this a jotform problem.

Thanks for reporting this issue, but it seems to be an error message generated by Paypal. JotForm does not have access to the credit card information entered by users. Please contact Paypal Support regarding this issue.

Judging from the message that was displayed by Paypal, I do think that the problem is with the card used. It might have been possible that the card information entered is not valid or the card type is not accepted by Paypal.
Paypal only accepts Visa, MasterCard, AMEX, and Discover, as far as I know. Anyway, since after clicking the submit button on your form, the user is redirected to Paypal's payment page, the user is no longer in Jotform's jurisdiction. If you believe that the credit card information entered is 100% valid, then the problem is on Paypal's end. I think It would be best to contact Paypal for support.
