Is there a way to either change the dropbox folder that files are uploaded to via a condition (or some other method), or to change a form field (hidden) based on either a selection from a previous drop-sown list, or via a condition (as I could then set Dropbox to download to a folder based on that hidden field)?

There is currently no way to change a form field's value using conditions based on selections from a dropdown list. I think that there is no need to implement such a complicated solution though. You can instead just set that particular dropdown as the folder to which the files will be uploaded on Dropbox.
In your form's submissions page, click the settings icon to the right then click Manage Dropbox Integration.
In the Configure Dropbox screen, choose any of your dropdown fields as the folder name for the dropbox uploads.
The downside to this is that since the PDF file that contains the submitted information is named after the folder where it is uploaded, subsequent submissions to that folder will overwrite the previous one.
For example, if you choose the Select NSW Store options as the folder name and the user selects Brookvale and submits the form, a folder named Brookvale will be created where his submission files will be sent, namely Brookvale.pdf and the file that he uploaded. If another user selects Brookvale and then submits the form, Brookvale.pdf will be overwritten with the new information that he filled out. In conclusion, only a single Brookvale.pdf will be present no matter how many users have chosen Brookvale and submitted the form.
