Edit Submission without Restarting Workflow

Is there a setting where I can edit a submission without restarting the workflow? On my form, I am the last point of entry and final authority. There are instances where I need to make small changes to the form, but I would like to not have the approval flow restart.

I was going to suggest disabling the below option:

But I see that you've already done that. So I just wanted to check, was this done after your post, or are you having this issue with the Approval Flow restarting even with this setting disabled?
