A form can either be SSL or not. It is a matter of which protocol was used when the form was accessed.
If it starts with a https://secure or just https:// then it is accessed securely, so the data transfer from the user's browser to our server will be encrypted.
You can access the form in a non-SSL way by making sure that it starts with http://
